Background
Established under the Office of the President and Cabinet (OPC, the department is central to Zimbabwe’s efforts to institutionalize Monitoring, Evaluation, and Learning (MEL) across government operations. It evolved from the broader Results-Based Management (RBM) framework, which was introduced to enhance accountability, transparency, and performance tracking in public service delivery.

Declared a national priority in 2025, MEL is no longer treated as a technical add-on but as a core governance tool to drive Vision 2030 and NDS1 outcomes. The department’s strategic plan emphasizes streamlining workflows, improving coordination across ministries, and fostering a culture of continuous learning and adaptive management.
